Attorney Richard (Dick) S. Phillips, Esquire has a BS from Virginia Tech in Blacksburg, Virginia that he earned in 1978, as well as his Juris Doctorate degree from the University of Richmond in 1982. He is admitted to the Bars of Maryland and Virginia, and retired from Delaware. He was also the Talbot County Bar President from 2014 - 2015.

Before he had his own law office in Cape Charles, VA, Dick Phillips graduated in 1983, and originally worked with Gentry Lock Rakes and Moore Law Firm for three years before going to Miles and Stockbridge Law Firm in Easton, MD. There, he practiced for 30 years, opening Walsh and Phillips Law Firm. Today, his law office is simply The Phillips Law Firm. He has more than 35 years of legal experience and has worked in large and small firms, allowing him an extensive resume across a wide range of cases, including the first case about fiber technology. He has experience with intellectual property, the claimant side of medical malpractice, and now works with plaintiffs across a range of cases.
